Terugvoer aan inwoners/eiernaars: kamera-projek / Feedback to residents: camera project

Hierdie brief is ‘n opvolg na die openbare vergadering gehou op 20 Februarie 2018 waar die konsep van kameras in Bettysbaai voorgelê is en ‘n opdatering na verdere ondersoek rakende die befondsing van dié projek.

Following the public meeting held on the 20th February at which the concept of cameras in Bettys Bay was presented and subsequent research into funding such a project, this letter provides an update on the project. (English version continued below)

Navorsing het gefokus op twee areas, naamlik die tegniese aspekte en die befondsing van die projek. Die tegniese aspekte is duidelik, maar die befondsing bly ‘n uitdaging.

Tot dusvér het inwoners/eienaars finansiële bydraes gemaak, maar dit is nie ‘n gewaarborgde bron van inkomste nie. Die Bettysbaai Belastingvereniging (BBBV) en die Bettysbaai Buurtwag (BBBW) werk saam aan hierdie projek en op ‘n onlangse vergadering van die BBBV is besluit dat die enigste werkbare alternatief vir befondsing, die stigting van ‘n spesiale aanslag gebied (SAG) is. Die voordeel van hierdie opsie is dat alle eienaars van eiendom ‘n bydrae maak en dat die inkomste gewaarborg en volhoubaar is.

Twee opsies is moontlik: ‘n Vasgestelde maandelikse tarief vir alle eienaars van eiendom of ‘n persentasie van die munisipale belasting (uitgesluit die kostes van beskikbaarheid en gebruik van water en riool.) Laasgenoemde opsie word gesien as ‘n regverdige sisteem, aangesien dit bekostigbaarheid in ag neem.

Ten einde ‘n SAG te vestig is daar ’n lang proses van onderhandelinge wat met Overstrand Munisipaliteit gevolg sal moet word. Dit sluit onder andere die volgende in: opnames, vergaderings, die vestiging van ‘n ad-hoc komitee en die ontwikkeling van ‘n bestuursplan wat die dienste en/of toestande in Bettysbaai sal bevorder.

Hierdie skrywe beteken nie dat ‘n SAG gevestig gaan word nie. Die doel van die skrywe is om inwoners/eienaars in te lig rakende ons voorneme om by Overstrand Munisipaliteit aansoek te doen vir ‘n SAG in Bettysbaai. Die voorstel sal slegs voortgaan indien die meerderheid van eienaars van eiendom ten gunste van die voorstel stem.

Hierdie skrywe word versprei deur middel van die BBBV en BBBW se twee afsonderlike data basisse. Ons vra om verskoning vir dié lede wat twee skrywes gaan ontvang. U terugvoer rakende die voorstel is belangrik en sal waardeer word.

Daar word ‘n verdere vergadering gereël waartydens meer inligting en kostes rakende die voorgestelde projek bekend gemaak sal word.

Feedback to residents: camera project

Following the public meeting held on the 20th February at which the concept of cameras in Bettys Bay was presented and subsequent research into funding such a project, this letter provides an update on the project.

The research has been conducted into 2 areas, namely the technical issues and secondly the funding of the proposed project. The technical issues are well understood but the funding remains a challenge.

Up to now residents and owners have been making donations, but this is not a guaranteed source of income necessary for such a project. The Bettys Bay Ratepayers Association (BBRA) and the Bettys Bay Neighbourhood Watch (BBNW) are working together on this project and at a recent meeting it was resolved that the only viable alternative for funding is to establish a special rating area (SRA). The advantage of this option is that all property owners make a contribution and that the revenue is secured and is sustainable.

There are two options that can be used: either a fixed monthly figure for all property owners or a percentage of the municipal rates (excluding the cost of water, sewerage and also excluding availability and usage). It is felt that the option based on municipal rates is a fair system that brings affordability into account.

In order to establish a SRA there is a lengthy process that needs to be followed with the Overstrand Municipality which will include amongst others; surveys, meetings, establishing an ad-hoc committee and developing a business plan that enhances the services and or conditions in Bettys Bay.

This letter does not mean that a SRA will be established in Bettys Bay, it is meant to inform residents/owners of our intention to apply for a SRA with the Overstrand Municipality. This proposal will only go ahead if the majority of home/property owners vote in favour of this proposal.

This letter will be distributed to those on the database of both the BBRA and BBNW, so some people may get it twice and for that we apologise. Your feedback on this proposal is important and will be appreciated.

There will be a further public meeting arranged at which more details will be forthcoming regarding costs and the proposed project schedule.
